According to the laws and regulations of the Land Management Law of the People's Republic of China, the Law of the People's Republic of China on the Management of Urban Real Estate and the Ministry of Land and Resources' Tendering, Auction, and Listing of State-owned Land Use Rights, etc. The Bureau of Resources and Planning made a public transfer of the following four state-owned construction land use rights, and the original land use rights within the parcel land were recovered at the same time. The relevant transfer matters are announced as follows:

The specific planning requirements and agency construction of the above parcels shall be implemented in accordance with the “Notice of Planning and Design Conditions” and the transfer documents.

Bidder qualifications

(2019) 63, (2019) 64, (2019) 65, (2019) 66 Land bidders must be company legal persons and cannot accept joint bidding. (Except one of the cases where the land price is in arrears, the illegal land is being investigated and punished, and the land is left idle for more than one year due to its own reasons)

Third, the information required to apply for bidding

Applicants must provide the following information when registering: 1. Application for bidding; 2. Original and photocopy of the copy of the business license of the enterprise; 3. Original and photocopy of the legal representative's ID card Original and photocopy of the ID card of the agent); 4. The applicant's bidding security does not belong to the bank loan, shareholder loan, refinancing and fundraising commitment; 5. The bidding security payment voucher; 6. Other materials to be submitted.

Fourth, accept the bidding registration time

Applicants should go to Mingguang City Land Acquisition and Reserve Center to collect documents and materials for this public transfer of parcels from December 25, 2019 to January 14, 2020, and submit an application for bidding.

V. Public transfer method

1. Auction transfer: The public transfer of state-owned construction land use rights will be closed at 17:00 on January 14, 2020. If there are more than three (including three) bidders in the parcel, the auction will be used.

Auction time: 9:30 am on January 15, 2020;

Place of auction: First Bid Opening Room of Mingguang Public Resource Trading Service Center (No. 98 Qicang Road, Mingguang City);

Auction method: The auction method is a price increase auction, and the winner is determined according to the principle of the highest bidder (equal to or higher than the reserve price).

2. Listed transfer: The public transfer of the right to use state-owned construction land will end at 17:00 on January 14, 2020. If there are less than 3 bidders in the parcel, the transfer will be directly transferred to the listed transfer. You can still apply for registration during the listing period. The deadline for registration is 17:00 on January 31, 2020.

List bidding time: 9:30 am on January 15, 2020, and ends at 10 am on February 1, 2020;

Place for bidding: The first bid opening room of Mingguang Public Resource Transaction Service Center (No. 98 Qicang Road, Mingguang City).

Six, other agreements

1. Plots (2019) 63, (2019) 64, (2019) 65, and (2019) 66 must be submitted for bidding, bidding, and bidding at the same time. When there are 3 registrations, the auction will be used. The total price of the four plots will be the starting price of the auction, and the auction will be conducted in the form of price increase (the total amount of the price increase of the four plots). The winner is determined in principle; when there are less than three registrations, the bidder will be transferred to the listing, and the quoted price will be quoted at an increase (the total increase in the price of 4 plots). Finally, the winner will be determined by the highest bidder.

2. (2019) 63, (2019) 64, (2019) 65, (2019) 66 Land bidders must submit a cooperation agreement with a domestic and foreign five-star standard well-known brand hotel management company when applying for registration. The Board issues an opinion.

3. (2019) Block 63 must build a five-star standard hotel with a floor area of not less than 30,000 square meters and 300 standard rooms. The self-holding period of the hotel after the completion of the hotel shall not be less than 8 years and the sales shall not be divided after the expiration of the holding period. At the same time, it is required to build the hotel first, the hotel owner will experience the income within 18 months after obtaining the construction permit, and the hotel will be put into operation within 30 months. Within five years of the hotel's opening, it was assessed to meet five-star standards. The hotel owner can only start construction after the completion of plots (2019) 64 and (2019) 65, which will be completed within 12 months. The hotel owner can only apply for a pre-sale license of 50% of the saleable area of commercial buildings after the pre-sale conditions of (2019) 64 and (2019) 65 plots are met. The hotel can only handle the remaining 50% of the saleable area of commercial buildings before the hotel is operated. license. After the hotel is put into operation (2019), plot 66 can be started and completed within 12 months.

4. (2019) 63, (2019) 64, (2019) 65, (2019) 66 The bidders must pay the hotel construction performance deposit of RMB 2000 to Mingguang Natural Resources and Planning Bureau within 15 days from the day after the transaction. 10,000 yuan (excluding interest). If the hotel cannot operate on time, the transferor will pay a liquidation penalty of one thousandth of the performance bond of 20 million yuan per day, which will be deducted directly from the performance bond. After the hotel operation star rating reaches the five-star standard, the remaining performance bond will be refunded in a lump sum. If the star rating is not reached on time, the remaining performance bond will be confiscated.

7. The transaction price of the transfer is the transfer price of the land use right of the plot. The land use right deed tax and the taxes and fees collected by the relevant departments shall be paid separately by the bidder.

Transfer of parcels

The four parcels were handed over clearly, the property rights were clear, and the ground attachments and structures within the parcel area were removed until the construction conditions were reached in the parcels. The terrain elevation within the parcel, all pipelines, poles (electrical wires, cables, optical cables, etc.), ditches, etc., and surrounding water supply, drainage, power supply, roads and other infrastructure are subject to the status quo. After the transfer of the parcel, if the bidder needs to level the site, relocate (or reroute) pipelines, pole lines (wires, cables, fiber optic cables, etc.), ditches, etc., the bidders will properly resolve it in accordance with relevant regulations.
